The Bay of Bengal Programme Inter-Governmental Organisation (BOBP-IGO) has received financing from the World Bank toward the cost of the Bay of Bengal Pilot under the umbrella project ‘Ocean Partnership for Sustainable Fisheries and Biodiversity Conservation – Models for Innovation and Reform (OPP)’ , and intends to apply part of the proceeds for consulting services (for project information see www.oppbob.org).

The consulting services (“the Services”) include:

[a] providing technical expertise in the fields of fisheries policy, economics, management with specific focus on the Bay of Bengal;

[b] providing complementary technical expertise in the areas of social and institutional analysis;

[c] assisting in and advising on the development of methodologies for both fisheries policy analysis and sectoral analysis;

[d] contributing to the identification and analysis of the future options for fisheries management, including the possible future design and implementation of a new approach, in close collaboration with a full range of relevant stakeholders and stakeholder organisations;

[e] assisting in the design and implementation of new strategies for human and institutional capacity-building, knowledge transfer, and knowledge management;

[f] assisting in the development of a set of business cases and strategies for future investment in highly migratory and straddling tuna and tuna-like fisheries in India and the Bay of Bengal (BOB) region;

[g] contributing to the production and finalization of relevant key outputs from the analytical studies, mainly in the form of technical reports, but also including conference presentations, meeting reports and policy briefs, as appropriate;

[h] providing support, in general, to the Project Implementing Unit (PIU) – BOBP-IGO – through close collaboration in all aspects of the technical work which make up the regional project, and to act in a mentoring role, and provide capacity-building inputs and knowledge transfer, as appropriate, and agreed with the PIU;

[i] contributing to collaborative activities between the regional projects of the OPP, in areas of common activity and work, with other local, national, regional and international initiatives relevant to fisheries development; in particular, to work closely with relevant community-based organisations in India, private sector firms in fisheries, and international development initiatives such as the World Bank-funded Coastal Disaster Risk Reduction Project (CDRRP) in Tamil Nadu and Puducherry, India.

The Consultancy will focus on India, but will work within the general context of the Bay of Bengal region and link with regional partners in Bangladesh, Maldives and Sri Lanka in particular. An initial period of work - Phase 1 – has undertaken a range of scoping studies (available upon request from BOBP -IGO), and will be completed by June 2017. Phase 2 will build upon the earlier work.

The duration of the contract is from 1 August 2017 to 31 December 2018.

The BOBP-IGO now invites eligible consulting firms (“Consultants”) to indicate their Expression of Interest (EoI) in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • At least 10 years’ experience of fisheries analysis and development work in India and in the Bay of Bengal Region;
  • Demonstrable technical capacity and expertise in fisheries policy, fisheries economics and fisheries management, particularly in the Bay of Bengal region;
  • Additional and complementary technical capacity in social and institutional analysis, and stakeholder engagement and consultation, with reference to fisheries;
  • Demonstrable evidence of a sound methodology contributing to inclusive, multi-stakeholder consultative processes and capacity-building in support of fisheries development, particularly in India and the Bay of Bengal region;
  • At least 10 years’ experience of leading and implementing fisheries programmes in developing countries, and collaborating with a full range of organisations at all levels (international, national, regiona l and local), particularly in India and the Bay of Bengal region;
  • Demonstrable evidence of contribution to international and national fisherie s policy analysis, polic y forums and development activities, particularly in India and the Bay of Bengal region;
  • Demonstrable evidence of the successful management of technical inputs (through consultancy or other arrangements) to fisheries development programmes, particularly in India and the Bay of Bengal region.

To respond to the EoI, the following information should be provided adhering to the page limits indicated (Font: Times New Roman, size 11) below:

  • Provide information showing that they are qualified in the field of the assignment (2 pages).
  • Methodology (Brief outline of the proposed work, delivery, transfer of knowledge, etc.) (2 pages).
  • Provide information on the technical and managerial capabilities of the firm. (2 pages).
  • Provide detailed CVs of proposed key experts (Not to exceed 2 pages per expert).
  • Provide information on their core business and years in business (2 pages).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 and as revised in July 2016 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality-based Selection (QBS) method set out in the Consultant Guidelines. Key criteria will include:

  • Consultants specific experience in the Bay of Bengal region (maximum 20 points)
  • Methodology (maximum 40 points)
  • Qualification and experience of key experts (maximum 40 points)
