The pioneering Postgraduate Diploma in Fisheries Law and Policy (PGDFLP), a collaborative effort between BOBP-IGO and Tamil Nadu National Law University (TNNLU), commenced successfully on 9th August 1975. A cohort of 50 participants from India, Bangladesh and Sri Lanka is attending. The final session of the inaugural day was led by renowned environmental law expert Professor (Dr.) Sairam Bhat.
The central theme of the discussion was the Public Trust Doctrine, emphasising the state's responsibility to manage natural resources for the public good. Professor Bhat stressed the importance of a cautious and strategic approach to ratifying international agreements, advocating for robust domestic legal frameworks to protect national interests. During the session, the participants also explored various legal issues at the regional scale. The program aims to bridge the gap between grassroots experience and administrative decision-making, fostering a shared language for sustainable fisheries governance.
The module concluded with discussions on preparing legal groundwork and addressing customary fishing rights. The next PGDFL session is scheduled for August 23rd, where critical dialogue on these issues will continue.
